Steering Committee

The Steering Committee is responsible for reviewing research protocols, identifying potential research projects, and reviewing technical study proposals. This year’s MERC Steering Committee includes the following:

  • Ann Allen, Coordinator of Research and Evaluation Richmond City Public Schools

  • Penny Blumenthal, Director of Research and Planning Henrico County Public Schools

  • Dr. Kevin Hughes, Mgr.-school improvement and instructional support

  • M. Jo Bunce, Assistant Superintendent Colonial Heights

  • Carole Urbansok O'Brien, Director of Guidance, Testing, and Research Hanover County Public Schools

  • Linda Hyslop, Assistant Superintendent Hopewell City Public Schools

  • Sandy Lynch, Director of Instruction Powhatan County Public Schools Research Teams

Once a study is undertaken a research team is appointed, composed of a faculty researcher, a MERC Fellow, and a study group drawn from MERC school divisions. The research team is where the action is. They develop the research idea, review the literature, determine the final research design, and conduct the research. Each research project progresses according to a time line with quarterly reports to the Council.

Dissemination
After each research project is completed, the results are submitted to the Policy and Planning Council for approval to disseminate the products. Once approved, several dissemination strategies are established. Generally, a central research seminar is held to obtain a wide distribution of results and create a network of users. This initial seminar is followed by seminars for principals and teachers. MERC members may also request an on-site seminar. MERC staff are available to facilitate local discussion of the research results or to act as a resource to a division study group.
