MERC The Metropolitan Educational Research Consortium (MERC) is a partnership of Virginia Commonwealth University and Richmond Area school divisions working together to provide systematic, disciplined inquiry into public education.  MERC believes that research has value, primarily when it is utilized to improve school programs and professional practice.
