The purpose of the VC:CBM (Virtual Curriculum: Competency-Based Modules) is to use a database approach to course delivery by developing competency-based modules that support the seventeen universities in the Great Cities' Universities. 

The major objective of VC:CBM is the utilization of instructional technology to increase access to course materials that specifically address core competencies needed for successful instruction in urban public schools where there is a dire need for well qualified, caring teachers. The achievement of this objective should result in improvements in instructional effectiveness and learning outcomes.
